The River Commissions coordinate the interest of the different basin states. Also, they are responsible for improving collaboration on waterborn transport between states and relevant national ministries to create synergy on an international level. The River Commissions working groups discuss common basin-problems, exchange experiences and seek joint solutions.

The CCNR and DC actively foster the development of RIS. The CCNR has established a very integrated legal regime, particularly regarding RIS regulations. Since 1998, a CCNR RIS working group has been operation under responsibility of the “Police Committee”. This working group examines the proposals of the RIS expert groups and verifies they whether fit into the structure and regulations of the CCNR. The working group closely cooperates with the RIS Committee of European Union.
