The River Commissions coordinate the interest of the different basin states. Also, they are responsible for improving collaboration of waterborne transport among states and relevant national ministries to create synergy on an international level.

The working groups of the River Commissions discuss common basin-problems, exchange their experience and seek joint solutions.

The European river commissions are:
The CCNR has established a very integrated legal regime, particularly regarding RIS regulations. Since 1998, a CCNR RIS working group has been operation under responsibility of the “Police Committee”. This working group examines the proposals of the RIS expert groups and verifies whether they fit into the structure and regulations of the CCNR. The working group closely cooperates with the RIS Committee of European Union.
