On Oct. 17th, 2013, Voies navigables de France has launched an online cargo reporting system called VELI – « Voyage En Ligne ».
VELI enables all inland waterways transport companies – single skippers or larger fleets – to declare their trips & cargo carried online, instead of using paper forms required by VNF since 2000.

VELI purpose

This River Information Service, available in four languages, offers the following benefits :
An 24/24 access, seven days a week online ;

  • Saves time and improves security at locks (does not require any longer to get paper forms from the lockkeeper cabin, to fill them in),
  • The skipper or fleet manager can consult their account and update their information if required (registered ship or company data within VNF’s files),
  • He also gets a proof of declaration (in the event of a control) and a toll estimate back from his cargo reporting,
  • And (from beginning 2014) a greenhouse gas emissions estimate.

VELI is not only designed to simplify the inland waterways transport formalities, but also to improve VNF’s statistics : it is indeed of utmost importance to prove that inland waterways transport increases its market share on the current network, which has been the case in France since 1997.

IWT mandatory cargo reporting as specified in the French transport code

Every public or private goods carrier must pay to VNF a toll based upon the type of inland waterway used on VNF’s network and the quantity of cargo transported.

A statement must be sent to VNF before the journey starts – online or on the usual paper form - which the carrier must keep a proof of onboard, in the event of any control by VNF chartered agents or the law enforcement units.

This statement mentions the type of goods, the weight carried, the loading & unloading places & dates (or places of entry into France, or way out of France), as well as the carrier’s main details including ship’s name.
